Imagine that, for instance, every time you take out an enemy the wheel turns. This wheel has 80 percent of "common drop" 15percent "rare" and five percent "very rare". The ring does not have any effect if it stops on "common". but if it stops on "rare" or "very uncommon" this is the place it come into the picture.
Once the wheel stops at "rare" the next wheel will spin. This one will have the rare items. The ring is now increasing the likelihood of getting good "rare" products. It makes expensive items more common. This is why it's known as "wealth". If you're still not getting this.
