Why in News? The Hindu Editorial - Revamp Functioning of Parliament.
India's Parliamentary Reforms Debate is Back! Focus on more than just seat numbers.
What is the Issue?
- First Lok Sabha (1952-57) averaged 135 sitting days/year as expected by Dr. B.R. Ambedkar. 18th Lok Sabha has fallen well short - Less time for Question Hour, Zero Hour, Floor Debate.
- Parliamentary representation has 2 layers: Voter access to MP and MP's ability to speak on floor. More seats alone won't help if functional capacity is not increased.
- Weak Committee Functioning: Consultative Committees don't meet mandatory 4 times/year, Short tenure disrupts memory, Lack of specialist advisors unlike UK Select Committees.
- Private Members' Business almost symbolic - Only alternate Friday afternoons, thin attendance, No Bill passed since 1970.
- No dedicated citizen engagement portal, while Kerala & Tamil Nadu assemblies do public hearings. India chairs International IDEA 2026 but lacks its own engagement channel.
Major Reform: Constitution (131st Amendment) Bill, 2026 & Delimitation Bill, 2026
- Proposes to increase Lok Sabha strength from 543 to 850 seats (815 States + 35 UTs) by amending Article 81.
- Proposes to amend Article 82 - Delink delimitation from first Census after 2026, allow delimitation based on 2011 Census data.
- To fast-track Women's Reservation (Nari Shakti Vandan Adhiniyam - 106th Amendment Act 2023 - 33% quota) implementation before 2029 Elections.
- New Delimitation Commission: SC Judge as Chairperson + CEC + State Election Commissioner.
Why 2026 is Turning Point?
Seats frozen since 1976 to incentivize population control. Freeze extended till 2026. Now lifting - First realignment in 50 years. New Parliament Building can seat 888 MPs - Ready for expansion.
Controversy & Federal Concerns:
- If based on 2011 Census: Tamil Nadu 39 to 32, Kerala 20 to 15, UP 80 to 89, Bihar 40 to 46, Rajasthan 25 to 30 - Southern states fear loss of relative share.
- Bill needs 2/3rd majority - Failed in April 2026 Special Session (April 16-17). Govt planning revival in October 2026 Special Session seeking DMK & Opposition support.
- PRS India Concern: Parliament to decide by simple law when delimitation happens and which census to use - Gives executive more power, weakens Rajya Sabha check.
Proposed Reforms by Experts (Hindustan Times Editorial Aug 9, 2026):
- Fixed Sitting Calendar (Min 120-135 days)
- Guaranteed Opposition Hour
- Mandatory & Better-Resourced Committee Scrutiny
- More Private Members' Time with Ministerial Accountability
- Genuine Citizen Engagement Portal
