Description
China Imposes Export Controls on Tunnel-Boring Machines (TBM) Sought by India | MOFCOM Dual-Use Curbs | India Infra Impact | UPSC IR Current Affairs 2026
BREAKING: China Hits India's Infrastructure!
Welcome to Vajirao & Reddy Institute - India's Top Potential Training Institute for IAS | 37 Years of Excellence.
What Happened?
China's Ministry of Commerce (MOFCOM) on 19th October 2026 announced NEW EXPORT CONTROLS on Tunnel Boring Machines (TBMs) and related items citing "Safeguarding National Security & Interests". Effective from 18th November 2026, exporters will need license under China's Export Control Law for dual-use items.
What is Covered?
- Tunnel Boring Machines (TBMs) & Related Components
- Walking Excavators (for difficult terrain)
- Plateau-type Wet Shotcrete Machines (for high-altitude areas)
- Dredger items - Slurry Pumps, Dragheads, Cutterheads
- Also optimised controls on Drone-related items
MOFCOM Reason: Items have "clear dual-use (civilian & military) characteristics" - need to fulfil non-proliferation obligations. Notified relevant countries.
Why India is Worried? - DIRECT IMPACT:
India remains HEAVILY DEPENDENT on imported TBMs, especially from China. China exported ~ $793 Million worth of tunneling machinery in 2025. China is key supplier for:
1. Metro Rail Projects - Delhi Metro, Mumbai Metro, Bangalore Metro, Chennai Metro underground corridors
2. Mumbai-Ahmedabad Bullet Train - 508 km High-Speed Rail - Includes 7 km undersea tunnel - 3000-tonne TBMs needed for safe excavation in dense population vs blasting
3. Border Area Tunnels - Zojila Tunnel, Arunachal, Uttarakhand Char Dham tunnels - Strategic projects
4. Highway & Railway Tunnels
Past History - Not New:
- Since 2024, China blocking TBM exports to India via customs delays
- Commerce Minister Piyush Goyal told German Vice Chancellor Robert Habeck in 2024 - German company Herrenknecht making TBMs in China blocked from exporting to India
- German Ambassador Philipp Ackermann confirmed in Sep 2025 - At least 3 Herrenknecht TBMs blocked by Chinese customs for "political reasons" - Released in early 2026 after tensions eased
Broader Context - Economic Coercion?
- Days before TBM curbs, MOFCOM proposed export restrictions on 40 cutting-edge technologies - AI platforms, Biotechnology, Advanced Solar Manufacturing
- After Rare Earth Magnets curbs that hit Indian Auto sector
- Despite Galwan 2020 normalization efforts
- Weaponization of Supply Chain - Shows India's vulnerability - Need for Atmanirbhar Bharat in heavy machinery
What is Tunnel Boring Machine (TBM)?
Giant 3000-tonne machine to excavate tunnels with circular cross-section, safer than drilling & blasting, used for metro, rail, road, hydropower projects. India struggles to build domestic capacity.
Way Forward for India?
- Promote domestic manufacturing under Make in India, PLI for heavy machinery
- Diversify suppliers - Germany (Herrenknecht), Japan, USA, Robbins Company
- Joint Ventures - Need Technology Transfer
- Border Roads Organisation (BRO) self-reliance
