Description
India's 2026-27 Ethanol Tender - Changes in Feedstock and Pricing | Big Shift in Ethanol Blending Policy | Sugar vs Grain Ethanol | UPSC Economy
Breaking News for UPSC 2026-27! Govt Changes Ethanol Policy - Sugar Diversion for Ethanol Reduced to ZERO | Latest OMC Tender 16 Oct 2026 by BPCL.
What Happened?
State-run Oil Marketing Companies (OMCs) - IOCL, BPCL, HPCL have barred ethanol made from sugarcane juice, sugar syrup and B-Heavy molasses from latest procurement tender for Ethanol Supply Year (ESY) 2026-27 (Nov 2026 - Oct 2027). Tender seeks 11 Billion Litres (1100 Crore Litres) ethanol to meet E20 Target - 20% Ethanol Blending in Petrol.
Govt Direction: "The Government of India has issued directions that sugar diversion for ethanol be reduced to zero for ESY 2026-27. No offers have been sought for ethanol produced from sugarcane juice, sugar or sugar syrup and B-Heavy molasses"
Why This Decision? Reason Behind Ban:
1. Protect Domestic Sugar Availability & Control Price Rise
2. Poor rainfall in key sugar states Maharashtra & Karnataka - risk of lower sugar output 2026-27
3. Prevent food inflation & ensure food security
4. Balance Sugar vs Ethanol - Ethanol Blending Programme (EBP)
What is Allowed Now? New Feedstock List:
✅ C-Heavy Molasses (byproduct after max sugar extraction) - Price Rs 57.97/litre
✅ Maize / Corn - But incentive CUT from Rs 5.79 to Rs 2.79 per litre, Price cut from Rs 71.86 to Rs 68.86/litre
✅ Broken Rice & Surplus Rice from Food Corporation of India (FCI) - Price Rs 60.32 - 66.07/litre
❌ BANNED: Sugarcane Juice, Sugar Syrup, B-Heavy Molasses
Impact Analysis:
- For Sugar Mills: Profit margins hit - B-Heavy gave higher returns than sugar. Now must shift to C-Heavy (lower revenue) or invest in grain-based distilleries
- For Maize Farmers: Incentive cut reduces distillery earnings, but maize becomes MOST important feedstock now
- For EBP Program: From sugar-based to grain-based ethanol shift - major policy turn after achieving E20 target 5 years early in 2025
- For Economy: Reduce crude oil imports, cut emissions, but need to manage grain diversion & food security
Ethanol Blended Petrol Programme (EBP) Background:
Started 2003, E10 achieved 2022, E20 achieved 2025 (target was 2030). Ethanol from Agri feedstocks to displace fossil fuel, support farmers, boost distilleries, save forex, reduce pollution. ESY runs Nov-Oct.
