CURRENT CRISIS 2026:
India's peak power demand hit record 270.70 GW in May 2026 and is still hovering at 267 GW in September due to El Nino, heatwave & weak monsoon. According to Central Electricity Authority (CEA), 59 to 84 thermal plants (nearly 40%) have critically low coal stocks - below 25% inventory or less than 3 days stock. As of Aug 2026, coal stock at plants fell to just 29 Million Tonnes (9-10 days) vs 50 MT last year.
WHY COAL CRISIS DESPITE HUGE RESERVES?
1. SURGING DEMAND: Power demand up 12.8% YoY in Aug 2026 (169 Billion Units) - highest ever. Cooling demand, industrial growth, El Nino linked dry monsoon.
2. LOGISTICS FAILURE, NOT COAL SHORTAGE: Coal India has 76 Million Tonnes at pitheads, total 210 MT stock nationally (88 days). But rail rake evacuation only up 5% while consumption up 10 MT. Mining disrupted in Odisha, Jharkhand, Chhattisgarh due to heavy rains.
3. WEAK HYDRO & SOLAR STORAGE: Low reservoir levels & insufficient battery storage forces 63% generation from coal. Hydropower down due to poor monsoon.
4. IMPORT SURGE: Thermal coal imports jumped 85.6% to 5.52 MT in Aug 2026 (highest since May 2025). Kpler warns imports will rise from Oct 2026. NTPC plans to buy 15 MT from private miners + 50 MT from captive mines.
GOVT ACTION:
- 444 rakes deployed (up from 370), road transport allowed
- 100+ captive plants ordered to run at max capacity till Dec 2026
- Mandatory imported coal blending under consideration
UPSC RELEVANCE:
GS3: Energy Security, Coal Reserves of India, Infrastructure - Energy, Environmental Impact, Coal Gasification, El Nino & Power Sector
GS1: Distribution of Coal Reserves (Gondwana reserves)
Prelims: Coal India, CEA, Peak Power Demand, El Nino
India has 5th largest coal reserves in world but needs energy transition balance for Net Zero 2070 target. Is logistics the real bottleneck?
