NATIONAL SECURITY: Foreign-controlled LEO satellite network limits India's ability to shut down service during war or border crisis. Recovery of Starlink terminals in Manipur & Andaman by security forces raised misuse by militants/smugglers concerns. Also flagged for use in Iran conflict. 2. DATA SOVEREIGNTY & LISL TECH: Starlink uses Laser Inter-Satellite Links (LISL) which can route data directly between satellites in space, bypassing Indian gateways. This violates lawful interception rules under Telecommunications Act 2023. Govt wants all Indian user data to land only via Indian gateways, no overseas mirroring, copying or decryption. 3.
