Citizens Divided Over October 10 Protest Calls and Police Warnings | SIR, CEC & BNSS 163 Explained
Residents of Delhi are divided over a protest scheduled for October 10, 2026, demanding the removal of Chief Election Commissioner (CEC) Gyanesh Kumar and the suspension of the Special Intensive Revision (SIR) of electoral rolls.
Why in the News?
Ahead of the proposed protest, Delhi Police has been contacting residents, holding meetings in colleges, universities, PGs, and making public announcements in Old Delhi markets and mosques, warning people against joining the gathering citing law and order concerns.
In this video, Vajirao & Reddy Institute breaks down the issue for UPSC & Current Affairs.
What is Section 163 of BNSS, 2023?
Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) empowers an Executive Magistrate to issue urgent, temporary orders to prevent danger, maintain public order and stop unlawful assemblies. Police have invoked public order concerns to discourage participation.
Key Points Covered:
1. Police Action: Meetings with local residents, community representatives, traders; advisory against provocative messages and unnecessary gathering.
2. Public Divided: Some shopkeepers fear police action and detention; Some Residents' Welfare Associations say peaceful protest is a democratic right and SIR concerns must be addressed.
3. Door-to-Door Campaign: Youth and workers' organisations mobilising in slum settlements, reaching domestic workers, daily-wage earners, factory workers affected by SIR. Concerns include lack of awareness about deleted names and required documents.
4. Demands of Protest Organisers: Removal of CEC Gyanesh Kumar, Suspension/Scrapping of SIR, and Re-election in SIR-affected states as demanded by some groups. Campaigns reportedly spread across 13 states.
5. Challenges: Heavy police deployment, possible transport and communication restrictions making it difficult to reach protest site.
