Description
Sagarmala Programme is transforming India’s maritime sector through port-led development, improved logistics, and coastal economic growth. Launched in 2015, this flagship initiative aims to reduce transportation costs, boost trade efficiency, and unlock the potential of India’s vast coastline.
India holds a strategic maritime advantage with a coastline of 11,099 km and around 14,500 km of navigable waterways. Nearly 95% of India’s trade by volume and 70% by value is carried through maritime routes, making port infrastructure crucial for economic growth.
Under Sagarmala, significant progress has been achieved. A total of 845 projects worth ₹6.06 lakh crore have been identified, out of which 315 projects worth ₹1.57 lakh crore have already been completed. These developments have enhanced port capacity, improved connectivity, and boosted industrial activity near coastal areas.
India’s major ports handled a record 915 million tonnes of cargo in FY 2025–26, reflecting a strong growth of over 7%. Additionally, port efficiency has improved significantly, with turnaround time reduced from 96 hours in 2014 to just 49.5 hours in 2025.
The programme is built on five key pillars: port modernization, port connectivity, port-led industrialization, coastal community development, and promotion of coastal shipping and inland waterways. These pillars collectively aim to create an integrated and efficient maritime ecosystem.
Sagarmala has also contributed to inland waterway development, where cargo movement increased from 18.1 MTPA to 145.5 MTPA, marking a massive 700% growth. Coastal infrastructure like fishing harbours and berths has improved livelihoods, benefiting thousands of fishermen.
Passenger connectivity has also improved through Ro-Pax ferry services, reducing travel time and distance significantly in key routes like Ghogha–Hazira and Mumbai–Mandwa. These initiatives enhance regional connectivity and promote economic activity.
The programme has strong employment potential, expected to generate around 1 crore jobs, including 40 lakh direct and 60 lakh indirect employment opportunities.
Sagarmala 2.0 aims to take this vision forward with a budget support of ₹85,482 crore and expected investment of ₹3.6 lakh crore. The focus will be on sustainability, advanced port infrastructure, and strengthening India’s position as a global maritime hub.
Aligned with Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047, Sagarmala is a key driver in making India a logistics powerhouse and boosting its global trade competitiveness.
