The Pax Silica Initiative is a US-led strategic framework aimed at reducing China’s dominance in global semiconductor and high-technology supply chains. Recently, the issue came into the spotlight after the Congress party criticised the Indian government over India’s exclusion from this key initiative, calling it a missed strategic and technological opportunity.
Pax Silica focuses on building a secure, trusted silicon ecosystem by safeguarding critical materials and capabilities essential for Artificial Intelligence (AI), advanced computing, defence technologies, and other emerging sectors. The initiative is widely seen as a counter to “Pax Sinica,” symbolising resistance to China-centric technology supply chains and economic coercion.
Currently, Pax Silica includes nine countries: the United States, Japan, South Korea, Singapore, the Netherlands, the United Kingdom, Israel, the United Arab Emirates, and Australia. Notably, India is not part of the grouping, despite all other QUAD members being included. This absence has raised serious questions about India’s position in global semiconductor alliances.
Congress leader Jairam Ramesh has stated that India’s exclusion could weaken its role in semiconductor manufacturing, AI-driven industries, and trusted technology supply chains. He linked the development to a downturn in India–US relations since May 2025 and questioned the gap between official claims of strong bilateral ties and India’s absence from this strategic initiative.
From the US government’s perspective, Pax Silica aims to reduce coercive economic dependencies, protect AI-critical inputs, and enable trusted partners to develop, scale, and deploy advanced technologies securely. For India, the issue is crucial because semiconductors and silicon form the backbone of the digital economy, defence manufacturing, and future-ready technologies.
India’s exclusion from Pax Silica raises concerns about its access to trusted high-tech supply chains and its long-term role in shaping global technology governance. The debate highlights the strategic importance of semiconductor diplomacy in the era of AI and great-power competition, making Pax Silica a highly relevant topic for UPSC, international relations, and current affairs analysis.
